Jenny Hill

Principal Contracts Consultant, Streamline Government Contracts, LLC

Jenny has over 30 years of government contracting experience as a Program Manager, C-Level Executive, and Contracts Manager. Jenny holds an MBA from Purdue University and holds certifications in Project Management (PMP) and Contract Management (CPCM, CFCM).  As a proponent of lifelong learning, she is an active member of the Project Management Institute (PMI) and the National Contracts Management Association (NCMA). Jenny is a US Navy Veteran who spent most of her contracting career supporting small businesses. In addition, she was a Senior Contract Manager at HII, the largest US shipbuilder and sole manufacturer of Aircraft Carriers. As a result, Jenny has experience in many corporate environments.

Jenny’s areas of expertise include: Profit and Loss Improvements; Employee Engagement and team building; developing and communicating company branding; and managing all phases of both projects and contracts.  Jenny has often assisted in improving business systems to enhance quality, improve cash flow and establish strong customer relationship skills. Jenny has a knack for identifying the critical path in organizations providing a commonsense approach to information and contract management.

Jenny’s achievements include:

  • Suffered a catastrophic fire at strategic partner, Allied Technology Group (ATG) that was reported by the Virginia Pilot as 'The largest business fire in more than 100 years.' This building housed 270 employees and more than $30 million in equipment staged for telecommunication and IT installation. Selected by the owners of GLOTECH and ATG to rebuild the infrastructure as quickly as possible and for managing employee/manager morale. Consequently, setup a temporary location for the company and experienced only 1 month of reduced revenue without losing a single customer or employee.
  • Positioned GLOTECH to qualify for special considerations given to small businesses that had either an ISO or CMMI certified quality system (GSA STARS II). Identified a qualified partner and formed a joint-venture 6 weeks prior to the proposal due date. Successfully incorporated the joint-venture (Aries, LLC), obtained ISO: 9001 2001 certification, registered with the IRS, Dun & Bradstreet, and registered Aries as a government contractor. Subsequently, winning the contract.
  • Selected by the owner of GLOTECH to review and assess the progress of an aggressive, 10-month CMMI level-3 certification program, 6 months into the existing project. At that time, program was 3 months behind schedule and 25% over budget. Tasked with taking charge of the program and reducing the cost of overruns. Subsequently, the project was completed on time and only exceeded initial budget by 10%.
  • Acted as ambassador of the Employee Engagement Program at HII and achieved a dramatic, documented increase in employee morale within a ten-month period.
  • Assisted the Director of Contracts at HII with a strategic reorganization from a factory approach, to a cohesive ‘full team’ approach including Contracts, Contract Administration, Procurement and Subcontracting.
  • Revamped the procedures and training of the subcontracting department at HII to include the introduction of digital filing prior to a CPSR audit.

In her off time, Jenny enjoys traveling with her husband, the NFL (go Chiefs), and her canine companions.
