Dawn is an experienced contracts executive, impartial mediator and accomplished negotiator with tangible business results over a distinguished 18+ years’ career in federal contracting. She holds a Juris Doctor and an MBA and has extensive expertise in understanding and navigating the challenges of startup, small and emerging market federal contractors.

Some of her accomplishments include:

  • Financial management of more than $500 million in federal government contracts and subcontracts for multiple clients in the Washington, D.C. and Baltimore Metro Regions;
  • Procurement of $75+ million in acquisitions via add-on task orders and services on existing contracts; achieved through timely and thorough proposal development and negotiations directly with Contracting Officers (COs) and their Representatives (CORs);
  • Development and proactive management of, Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), Subcontracts, Consulting Services Agreement (CSAs), Master Service Agreements (MSAs), Service Level Agreements (SLAs), Memorandums of Understanding (MOUs), with hands-on expertise in GSA and CIO-SP3 Schedule renewals, Firm Fixed Price (FFP), Time and Materials (T&M), and Labor Hours (LH) contracts, Basic Ordering Agreements (BOAs), Independent Consulting Agreements (ICAs), and Indefinite Delivery Indefinite Quality (IDIQ) awards through direct-order and Blanket Purchase Agreements (BPAs); and
  • Proactive leadership across multiple business lines, ensuring adherence to compliance checklists, consistent proposal submissions via eGOS, GSA, FBO and other systems, creation and implementation of Contract Funding Trackers and Contract Masters, and mentoring Program and Project Managers in contract management fundamentals.

Dawn is a collaborative leader and team member focused on building mutually beneficial relationships and promoting synergy across operational lines to drive positive change, cohesiveness, comprehensive business approaches and enhanced profitability.

She has been a member of the National Contracts Management Association (NCMA) since 2017.
